The brief called for an 'aesthetically eye-catching, dynamic' art work which was 'engaged with the concepts of urban change and regeneration, while integrating with the fabric of the building.'

I proposed a composition of twenty hand blown and constructed glass modules, within the three storey central foyer. The modules are suggestive of the insulators seen on electricity pylons and in power stations, evoking the metaphor of art as the energy of the city. Striking colour combinations communicate the energy and vibrancy of artistic creation, and its contribution to community life.
